Homer Glen plans to hire an independent engineering firm to study its unfinished subdivisions to determine what improvements need to be done.
Mayor Jim Daley said there are 10 subdivisions that were approved between 2003 and 2006 that have no letters of credit or whose letters of credit have expired.
When the housing market collapsed, these subdivisions were never completed, Daley said, and some of the builders have gone out of business and some land is in foreclosure.
Without the letters of credit backing required public improvements, many of the subdivisions have languished, the mayor said.
The village is seeking an engineering firm that has no ties to either the village or any of the developers to help identify what public improvements have been completed, which still need to be made and which require repairs.
Among the improvements that will be evaluated are streets, lighting, curbs, sidewalks and manholes. The village also wants to ensure that detention areas exist according to the original development plan, Daley said.
He said Homer Glen plans to do whatever it can to complete the subdivisions without cost to the taxpayers.
