Anticipated efforts of Gov. Otto Kerner to use motor fuel tax refund monies to subsidize state welfare payments has drawn protest from Joliet officials. Mayor James P. Hennessy, who foresaw Kerner’s move several months ago to “borrow” from motor fuel tax refunds, sent a warning to officials then.

David T. Weber, 13, a seventh-grader at Anna McDonald School, is The Herald-News carrier of the week. He has been delivering the paper in Manhattan for two years. His hobbies are collecting baseball cards, snowmobiling and camping. He uses his route profits for his savings and to further his education in mechanics.
